      Declares an intent to have new growth and development pay a fair share of the cost of additional child care facilities and services.

      Revises provisions for the child and family care partnership.

      Establishes the need to increase the supply of child care services and coordination with employers, and to improve the quality of child care services through training and support of child care providers.

      Authorizes persons and organizations to apply for funding to operate a community-based child care resource and referral program.

      Imposes impact fees on new growth and development to provide for child care services.

      Makes appropriations to carry out the purposes of the act.
