      Directs the department of social and health services to coordinate the state-wide HIV/AIDS effort to ensure a comprehensive state-wide approach to the epidemic.

      Directs the department to review and approve regional plans.

      Provides that available funding for regional AIDS service networks shall be allocated as outlined in the 1991-93 budget.
