      Deletes the provision providing that a law enforcement officer may enforce the requirement only as a secondary action when a driver has been detained for a suspected violation of Title 46 RCW.

      Prohibits a law enforcement officer from the use of the section as a pretext to harass any person.

      Authorizes civil penalties for violations of the act.
