HB 1511 - DIGEST

      Authorizes a person to apply to the secretary of state for a certificate to obtain the restrictions on public records disclosure and directs the secretary to approve the application in specified circumstances.

      Prohibits issuance of information by any agency upon presentation of the certificate.

      Designates circumstances when the restrictions do not apply.

      Provides civil and criminal penalties for violations of the chapter.
