      Applies to the projects for the First Avenue South bridge in Seattle, SR 18 from Auburn to I-90, and the north/south corridor in Spokane.

      Provides that actions to stop or restrict the projects shall be decided within ninety days of the filing of the action.

      Specifies the procedures for appeals of the decisions.
