      Specifies the membership of the state advisory committee for programs for the deaf.

      Provides for the establishment of regional service centers.

      Levies taxes on the manufacture, wholesale sales, and retail sales of audio tapes, records, and compact disks to provide a funding source for programs for the deaf.

      Makes a contingent appropriation of one million forty-six thousand five hundred dollars to carry out the purposes of the act.
