(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Authorizes the filing of a claim of right to divert public waters with the department of ecology by August 31, 1991.

      Establishes requirements for a valid claim that is prior to June 6, 1917.

      Requires the department to accept a claim which is accompanied by the required affidavits.

      Declares that reopening the period for filing a claim shall not affect any water right existing prior to the act.
