      Directs the office of financial management to conduct an inventory of children's mental health services.

      Directs each county or regional support network to initiate a local planning effort to develop a children's mental health services delivery system by January 1, 1992.

      Directs the office of financial management to prepare legislation to require five percent of state general funds available for designated programs to be deposited in an account to meet the needs of children.

      Provides that the act shall be null and void if appropriations are not approved.
