      Directs the office of financial management to conduct an inventory of children's mental health services.

      Directs each county or regional support network to initiate a local planning effort to develop a children's mental health services delivery system by January 1, 1992.

      Requires each agency participating in a children's mental health delivery system to contribute five percent of their state general fund budget to a pooled account of flexible funds to meet the needs of children that cannot be met through categorical programs.

      Makes an appropriation of two million dollars to carry out the purposes of the act.
