      Creates the housing assistance program in the department of community development.

      Revises provisions relating to the housing trust fund.

      Directs the department to adopt policies to ensure that the state's interest will be protected upon the sale of projects.

      Requires the activities of the recipients of grants and loans to be monitored to ensure compliance with the terms and conditions.

      Creates the affordable housing program to coordinate public and private resources to meet the housing needs of low-income households.

      Designates the organizations that may receive assistance and provides for a grant and loan application period of at least ninety days annually.
