      Provides that an individual whose conduct causes an incident resulting in an appropriate emergency response is liable for the expense of the response if he or she was under the influence of alcohol or drugs at the time.

      Establishes a limit of one thousand dollars for a particular incident.

      Provides that a failure to pay the costs may be a condition for a denial of probation.
