      Defines terms.

      Establishes a state employees' relations commission and specifies the duties and powers.

      Declares the rights of employees.

      Provides the elements of collective bargaining agreements and provides enforcement procedures.

      Provides for negotiation and ratification of collective bargaining agreements.

      Designates unfair labor practices, provides settlement procedures, and authorizes the right to strike.

      Provides for administrative hearings and appeals to the courts when settlement procedures fail.

      Abolishes the personnel appeals board and the higher education personnel board and transfers the duties and functions to the state personnel board.

      Repeals various provisions of chapter 28B.16 RCW, State Higher Education Personnel Law, of chapter 41.64 RCW, Personnel Appeals Board, and of chapter 41.06 RCW, State Civil Service Law.

      Provides effective dates.
