HB 1656 - DIGEST

      Requires every beverage container sold after February 14, 1992, to have a cash refund value of not less than five cents.

      Requires liter containers to have a cash refund value of not less than twenty-five cents.

      Establishes conditions for the acceptance or rejection of returned beverage containers.

      Requires vending machine operators to post notices giving the location of the nearest store accepting returned beverage containers.

      Authorizes individuals to establish recycling centers.

      Requires beverage distributors to provide for recycling centers.

      Requires distributors to pay a handling fee to dealers, recycling centers, or individuals for each container redeemed.

      Provides criminal penalties for violations of the act.
