      Directs the office of the superintendent of public instruction to develop at least two options of a weighted student formula for consideration by the oversight committee for implementation in the 1992-93 school year.

      Provides that salary and benefit increases for district employees are solely the responsibility of that school district.

      Revises procedures for the determination of the basic education allocation.

      Repeals RCW 28A.150.410 and 84.52.0531.
