HB 1662 - DIGEST

      Abolishes the council for postsecondary education and the state board for community college education and transfers their functions to the state board of regents for higher education.

      Directs the new board to develop a plan to implement the transfer and make recommendations to the legislature by January of 1992.

      Directs the board to prepare a comprehensive master plan in consultation with representatives from the faculty, administration, students, trustees, and staff of the institutions of higher education by December 1, 1992.

      Designates additional responsibilities of the new board.

      Revises the authority of the board of regents or trustees of the institutions of higher learning.

      Repeals provisions of chapters 28B.50, 28B.20, 28B.30, 28B.35, and 28B.40 RCW.
