Declares a need for a new system of land use planning and governance to provide for the growth and continued vitality of the state's diverse communities and regions.
Designates the desirable elements of the new system.
Defines terms.
Revises the planning goals of RCW 36.70A.020 and 36.70A.040.
Revises the mandatory and optional elements of comprehensive plans.
Requires counties and cities to identify existing open space lands permanently protected by June 30, 1992.
Requires counties to establish a process for reviewing proposals for new communities and designates the required criteria for approval of the communities.
Requires special districts to conform to the state policy goals for land use planning.
Prohibits incorporation of cities beyond urban growth area boundaries designated by a county.
Directs the interagency committee for outdoor recreation to prepare a state-wide open space plan for distribution to the counties and cities by December 1, 1992.
Provides for state review of comprehensive plans and/or development regulations.
Provides that nothing in the act shall affect any tribal rights established by treaty.
