      Defines terms.

      Revises the planning goals of RCW 36.70A.020.

      Revises the mandatory elements of comprehensive plans.

      Requires counties and cities to identify existing open space lands permanently protected by June 30, 1992.

      Revises provisions for designation of natural resource lands and critical areas.

      Specifies the elements for inclusion in regional plans.

      Creates a committee to prepare a state-wide open space plan for distribution to the counties and cities by December 1, 1992.

      Requires submission of county and city comprehensive plans to the department prior to adoption.

      Requires state agencies to cooperate with county and city efforts to protect open space lands.
