      Revises the planning goals of RCW 36.70A.020.

      Revises the mandatory elements of comprehensive plans.

      Requires counties to establish a process for reviewing proposals for new communities and designates the required criteria for approval of the communities.

      Requires special districts to conform to the state policy goals for land use planning.

      Designates rule making authority.

      Revises transportation project criteria.

      Provides for state comprehensive transportation planning.

      Provides for highway access management, local access management, and transportation demand management.

      Directs the implementation of commute trip reduction policies.

      Creates the commute trip reduction task force.

      Requires state agencies to plan consistent with the planning goals.
