      Authorizes the trier of fact to impose punitive damages up to the lesser of double the actual damages or five thousand dollars.

      Prohibits any portion of the punitive damages to be paid in attorney fees.

      Declares that insurance companies are not responsible for payment of the damages and liability may not be imputed to any person other than the driver.
