      Authorizes municipalities to create a single general small works roster or a small works roster for different categories of anticipated work.

      Requires annual publication in a newspaper of a notice of the existence of the rosters and a solicitation of contractors to be placed on the roster.

      Authorizes a procedure for securing telephone or written quotations from the contractors.

      Revises maximum dollar thresholds for use of the rosters.

      Establishes procedures for the purchase of materials, equipment, and supplies after receipt of bids.

      Establishes leasing procedures.

      Repeals RCW 36.32.271, 36.32.273, 36.32.275, 36.32.277, 36.82.030, 36.82.130, and 36.82.150.
