HB 1684 - DIGEST

      Directs the preparation of a social and health services impact statement which shall contain proposals for legislation and other major actions having a probable significant, adverse social, health, and economic impact.

      Requires state agencies to examine their operations and take steps to ensure that those operations are in conformance with the intent of the act.

      Requires publication of a notice of governmental agency actions.

      Authorizes the establishment of a council on social and health services policy to review and assist in the implementation of the act.
