      Directs the development of a site-specific plan for prison industries space at Clallam Bay, McNeil Island, and the proposed medium security prison.

      Includes an incentive program based on wages.

      Requires submission of the plan to the legislature by October 1, 1991.

      Does not require the department to redesign, postpone, or delay the construction of the facilities.
