      Provides that when an agency imposes regulations which restrict the reasonable use of property, the agency shall mitigate the loss by offering compensation under one of two methods.

      Authorizes the occupant to request compensation within one year of the action.

      Provides for an appeal of a denial of compensation.

      Requires mandatory repurchase of the property if the restrictions are subsequently lifted.

      Provides that the methods of compensation and appeal shall be the exclusive methods.
