(DIGEST AS ENACTED)

      Prohibits a person or firm to act as an athlete agent without a certificate of registration.

      Prohibits any solicitation of an individual to enter into a sport contract by other than a registered athlete agent.

      Requires athlete agents to file a disclosure statement.

      Provides criminal penalties for violations of the act.

      Provides exemptions for persons related to the athlete by blood or marriage, for persons who advise no more than one athlete in a given year, and for persons who represent only professional athletes.

      Provides that a person ceases to be a student athlete when  collegiate eligibility in the sport has expired.

      Makes an appropriation of forty-two thousand dollars to carry out the purposes of the act.
