      Requires each business that has received assistance from a business assistance program to agree to accept certain rules of conduct in any action to transfer, sell, or close the business.

      Provides sanctions and penalties for a failure to comply.

      Requires businesses to submit employment impact estimates in any applications for assistance.

      Requires postemployment impact statements.

      Takes effect January 1, 1993.
