      Restricts an owner of a section 8 assisted housing development from taking actions which would result in the discontinuance of its use as a section 8 assisted housing development.

      Establishes a right of first refusal to purchase the development for designated entities.

      Requires potential purchasers to establish their qualifications.

      Provides for the creation of a task force to develop criteria for evaluating development acquisition opportunities and feasibility.

      Provides civil penalties for a failure to comply with provisions of the act.
