HB 1754 - DIGEST

 

      Requires each county with a population over one hundred twenty-five thousand, and each city and town in the county containing a major employer, to implement a commute trip reduction plan by July 1, 1992.

      Designates minimum requirements for the plans.

      Establishes a commute trip reduction task force.

      Provides for a technical assistance team to provide assistance to the local governments.

      Requires state agencies to implement commuter trip reduction programs.

      Encourages the purchase of efficient, low emission motor vehicles.

      Imposes an excise tax on motor vehicles based on the exhaust emissions.

      Directs the department of ecology to contract with Western Washington University for research and development of alternative fuel and solar powered vehicles.
