      Authorizes the use of the general contractor/construction manager method to expedite prison construction through June 30, 1996.

      Requires all construction to conform to the guidelines outlined in the 1981 Prison Reform Act.

      Directs the establishment of an amenities program to allow inmates to earn higher wages.
