      Establishes provisions governing the formation and construction of lease contracts.

      Designates the effect of lease contracts, including the rights of lessors and lessees.

      Designates requirements for the performance of lease contracts.

      Provides default remedies.

      Provides that the act shall constitute a new Article in Title 62A RCW.
