      Requires each educational service district to establish a center for the improvement of teaching.

      Establishes a minority teacher recruitment program.

      Provides for paraprofessional training.

      Establishes student teaching centers.

      Establishes a special needs tuition assistance program.

      Makes an appropriation of eleven million twenty-three thousand dollars to carry out the purposes of the act.
