      Revises regulations for pawnbrokers and second-hand dealers.

      Revises the fee structure for pawnbroker loans.

      Prohibits a purchase of personal property on the condition of selling it back at a price greater than the purchase price.

      Requires bail bond businesses to comply with the restrictions of chapter 19.60 RCW.
