      Designates the specific role of the department in transportation planning.

      Requires a state-wide transportation plan to consist of a highway system plan, a ferry system plan, an airport system plan, a marine ports plan, a freight rail plan, an intercity passenger rail plan, a public transit plan, and a bicycle plan.

      Designates the desired elements of each plan.

      Revises the project criteria of the rural arterial program, the six-year county road plans, the priority programming for state highways, the transportation improvement account, and the urban arterial trust account.
