      Requires biennial reports on the status of rivers in the state.

      Establishes technical committees to assist in the implementation of the act.

      Provides for rivers to be recommended for protected status based on their natural, cultural, recreational, or aesthetic values.

      Provides for state and local management of the protected rivers.

      Requires annual reports on rivers with degraded water quality.

      Redesignates scenic rivers as protected rivers.

      Clarifies that existing water rights are not impaired, and that the power of eminent domain may not be used to carry out the purposes of the act.

      Repeals provisions of chapter 79.72 RCW.
