      Establishes fees for water rights and other related fees that reflect the cost of administering the water rights program of the department of ecology.

      Increases civil penalties for noncompliance with state water resources laws and rules.

      Establishes a fee advisory committee.

      Requires biennial reports.

      Prohibits the department from using fees to cover the cost of enforcement.
