      Directs the state board for community college education to administer the program.

      Authorizes Grays Harbor Community College and Peninsula Community College to serve an additional one hundred fifty full-time equivalent students per year.

      Authorizes a waiver of tuition, services, and activities fees.

      Provides for upper division classes to serve fifty full-time equivalent students per year in Clallam county.

      Makes an appropriation of two million five hundred sixty-four thousand one hundred dollars to carry out the purposes of the act.
