      Designates the membership of the consortium and its responsibilities.

      Requires development of a strategic plan for the design and implementation of a state-wide program evaluation system.

      Establishes a joint executive/legislative committee on planning to conduct a study for the establishment of a strategic planning process for state government.

      Makes an appropriation of five hundred sixty-four thousand dollars to carry out the purposes of the act.
