(DIGEST AS ENACTED)

      Prohibits the issuance of a vehicle dealer license plate to any dealer selling fewer than five vehicles annually.

      Limits issuance of additional licenses.

      Requires dealers to report the number of vehicle sales during the past year.

      Provides for suspension of the dealer's license for providing false sales information.
