      Directs the secretary of health to develop public health surveillance systems for tracing morbidity associated with family violence, methodologies for identifying groups at risk for family violence, research methods for exploring risk factors for family violence, and a system for evaluating existing programs.

      Directs the establishment of three new pilot programs to test a variety of prevention and early intervention strategies.

      Provides for the issuance of a family violence counselor certificate to applicants meeting specified criteria.

      Directs the office of financial management to inventory and assess programs serving violent families.

      Makes an appropriation of two million five hundred thousand dollars to carry out the purposes of the act.
