      Declares that victims of domestic violence are entitled to receive appropriate counseling.

      Revises the provisions governing the crime of reckless endangerment.

      Requires a study of the issue of counselor certification.

      Revises criminal penalty provisions for assault and reckless endangerment.

      Protects the privacy of client records maintained by domestic violence programs.

      Provides for the establishment of a technical assistance grant program to assist local communities to respond to domestic violence.

      Provides that the act shall be null and void if appropriations are not approved.
