      Declares that victims of domestic violence are entitled to receive appropriate counseling.

      Revises the provisions governing the crime of reckless endangerment.

      Requires domestic violence perpetrator counselors to apply for and receive a certificate pursuant to the provisions of the act.

      Establishes the requirements for issuance of the certificate.

      Protects the privacy of client records maintained by domestic violence programs.

      Provides for the establishment of a technical assistance grant program to assist local communities to respond to domestic violence.

      Directs standing committees of the legislature to undertake studies of various domestic violence issues.

      Makes an appropriation of four million dollars to carry out the purposes of the act.
