      Creates a juvenile issues task force to review the operation of the 1977 Juvenile Justice Act, the Family Reconciliation Act, the at-risk youth legislation, and other issues pertinent to juveniles.

      Requires a report by December 15, 1991.

      Provides for a study of racial disproportionality in the juvenile justice system.
