(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Creates the state lands stewardship account to consist of funds from a real estate excise tax under RCW 82.45.060(3), and the annual excise tax under RCW 82.50.400(2).

      Authorizes the imposition of user fees.

      Requires a review of fees charged to park users and a report by April 15, 1992.

      Requires a review of the amount of revenue in the natural resources stewardship account.
