      Directs the superintendent of public instruction to appoint a vocational education task force and establish a vocational education center to provide teacher preparation.

      Establishes a grant award program for demonstration vocational cooperatives.

      Designates the ratio of staff to students commencing with the 1991-92 school year.

      Makes appropriations to carry out the purposes of the act.
