      Declares a goal of identifying infants with, or at risk for, health and developmental problems.

      Requires preparation and distribution of educational materials on the effects of alcohol and drug use during pregnancy.

      Makes an appropriation of five million five hundred thousand dollars to carry out the purposes of the act.
