(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Provides for an advisory committee.

      Creates a minority criminal justice education loan program.

      Establishes requirements to qualify for a loan.

      Limits the amounts of loans to four thousand dollars per year for undergraduate students, to eight thousand dollars per year for graduate students, and to a maximum per student of twenty-four thousand dollars.

      Establishes conditions for repayment of the loan.

      Makes appropriations to carry out the purposes of the act.
