      Directs that state funding of water resource capital programs shall be directed to assist in the resolution of current conflicts and implementation of regional water resource plans.

      Establishes procedures for the acquisition of water rights by the state, including trust water rights.

      Requires establishment of guidelines by July 1, 1992, governing the acquisition and management of trust water rights in cooperation with state agencies, local governments, Indian tribes, and other interested parties.

      Establishes regulations for plumbing fixtures effective July 1, 1992.

      Exempts water conserving irrigation equipment and effluent water treatment equipment from designated taxes.

      Requires a study to improve the efficiency of water use by state facilities and local governments.

      Makes appropriations to carry out the purposes of the act.
