      Requires institutions of higher education to include a special report on tuition and fee waivers in its biennial budget request.

      Prohibits any new or renewed waiver programs until existing programs have been evaluated.

      Requires the institutions to charge an administrative fee of not less than five dollars to cover costs of enrollment.
