      Provides that the program shall be administered jointly by the University of Washington sea grant program staff and Grays Harbor College and complement efforts within the Olympic natural resources center.

      Appoints an advisory committee.

      Makes an appropriation of four hundred thousand dollars to carry out the purposes of the act.
