HB 2051 - DIGEST

      Provides that any permitting agency seeking to adopt a rule or ordinance which would impose a moratorium or interim zoning because of facilities, resources, or land use emergencies shall only adopt such regulation as provided in the act.

      Requires documentation of any decisions made and declares any moratorium or interim ordinance to be null and void if the designated procedures are not followed.

      Authorizes persons aggrieved by zoning actions to enforce the act in superior court.
