      Makes it unlawful for a hospital to prohibit a health practitioner from being accorded clinical privileges.

      Specifies the factors to be considered for a grant or denial of clinical privileges.

      Revises penalties for violations of the act.

      Provides for the establishment of an heirloom birth certificate program and designates the distribution of funds from sales of the product.
